David M. Hickok was born in Mt. Vernon, New York, on October 7, 1924. He received a bachelor's degree from the New York State College of Forestry, Syracuse University, in 1947. His professional positions have included: Game Research Investigator, Conservation Dept., State of New York (1948-1950); National Wildlife Refuge Manager at various refuges (1950-1959, 1963-1964); Chief, Branch of Refuge Operations and Branch of Planning for Wildlife Refuges, and Assistant Chief, Branch of Resource Management, U.S. Fish and Wildlife Service (1959-1963); Congressional Fellow (American Political Science Association - U.S. Civil Service Program) (1964-1965); Analyst in Science and Technology, Library of Congress (1965); Natural Resources Officer and Regional Planning Coordinator, U.S. Dept. of Commerce (1965-1966); President's Review Committee for Alaska (1965-1966); Planning Officer for Natural Resources, Federal Field Committee for Development Planning in Alaska (1966-1970); Director, Sea Grant Program, University of Alaska (1970-1975); and Director, Arctic Environmental Information and Data Center, University of Alaska (1972-1988). Offices held include: Chairman, Interagency Technical Committee for Alaska (1970-1971); Chairman, Interagency Alaska Ecological Reserves Council (1977-1979); Member, Polar Research Board, National Research Council, National Academy of Science (1977-1980); President, Arctic Division, American Association for the Advancement of Science (1978); Chairman, Alaska Council on Science and Technology (1982-1983); President, Alaska Academy of Engineering and Sciences (1982-1987); and Chairman, Council on Natural Resources Information Management (1986-1987).

The collection consists primarily of papers related to David M. Hickok's professional work with the Federal Field Committee, the Sea Grant Program, and the Arctic Environmental Information and Data Center (AEIDC). Series include materials written by David M. Hickok, records relating to the Alaska Academy of Engineering and Science, records of research done in connection with Edwardson et. al. v. Morton et. al. (later U.S. v. ARCO), reference files relating to arctic research and policy (including the Arctic Research and Policy Act and the Arctic Research Commission), and reference files related to the Alaska Native Claims Settlement Act (ANCSA), the Alaska National Interest Lands Conservation Act (ANILCA), D-2 Lands, Native organizations and issues, the National Petroleum Reserve in Alaska, and the Arctic National Wildlife Refuge (ANWR).

The collection was presented to the archives by David M. Hickok in 1993. Other materials were added in 1997. A deed of gift was signed in 1993.
