Organizational history:
RurAL CAP started as the Alaska State Community Action Program (ASCAP), incorporated in 1965 to administer funds made available by the Economic Opportunity Act of 1964. The organization worked to enhance local assessment of needs, government responsiveness, and to promote local initiative throughout Alaska. In 1968, ASCAP was reincorporated as the non-profit Rural Alaska Community Action Program, Inc., or RurAL CAP. RurAL CAP promoted the organization of the nine non-profit regional native corporations and acted as a conduit for money encouraging local community programs. After 1974, the organization has worked primarily to improve the quality of life of low-income Alaskans, with a mission to empower them through advocacy, education, affordable housing and direct services.

Collection description:
The papers in this collection consist of the records of the RurAL CAP organization from 1965-1981. These records include administrative, operations, and financial papers, as well as project files, publications, and photographs, audiocassette recordings of meetings, and moving image film. Besides containing information on the organization, the records also include documentation of change in rural Alaska resulting not only from the Economic Opportunity Act of 1964 but also from the Alaska Native Claims Settlement Act.

Arrangement: This collection has been divided into two parts. Part one contains materials that were processed prior to 2013. Part two contains materials that were processed after 2013. Materials in this collection are arranged in their original order as follows:
