Collection summary: Project director and staff files regarding a rewrite of the Alaska Criminal Code.

Organizational history:
Revision of Alaska’s criminal law began in 1975 when the Legislative Council, at the request of the State Legislature, established the Criminal Code Revision Commission. Originally composed of nine members representing various branches of state government and various state agencies, the Commission was later expanded to include representatives from the Anchorage Police Department, the Anchorage Bar Association, and the Public Defender Agency. Staff services for the Commission were provided by John Havelock, Sheila Gallagher, Barry Jeffery Stein, and Peter Ring of the Criminal Justice Center of the University of Alaska. John Havelock served as the Executive Director. The Commission presented a preliminary report to the legislature in early 1976. A tentative draft of the revised criminal code was completed in 1977.

Collection description:
The collection consists of the files of the criminal code revision project director and the files of staff members. The files include: transcripts and minutes of meetings of the Criminal Code Revision Commission; correspondence; early and preliminary drafts of Commission work; tentative drafts; drafts as the results of meetings; alphabetical files; memoranda on various aspects of criminal law; criminal code revision drafts; criminal code revision research files; and other materials.

Arrangement: The collection is generally arranged in series by document type. The draft series are generally arranged by phase in the proceedings (early, preliminary, post-preliminary, drafts based on meetings, and so forth.)

Processing information: This collection was originally described prior to 1990. A revision of the guide to place it in a standardized format was done by Arlene Schmuland in 2011. It was consolidated in 2023 by Shelby Lawson.
