Biographical note:
Harold Edward Pomeroy (1902-1983), known as “Pom,” was born in Burbank, California. From 1932-1940, he held a variety of administrative positions within the California government, including mayor of South Gate, California (1932-1935) and administrator for the California State Relief Administration (1936-1939). During World War II, Harold served with the U.S. Army from 1943-1949 in North Africa, Italy, England, and Austria, where he eventually became Secretary of the U.S. Command of the Allied Commission for Austria from 1946-1949. In 1949, Pomeroy moved to Alaska, where he homesteaded at Bear Cove on the Kenai Peninsula at Kachemak Bay and later served as director of the Alaska Territorial Civil Defense (1954-1958), first chairman of the Kenai Peninsula Borough (1963-1966), city administrator for Soldotna, and as a member of the state’s Alaska Growth Policy Council and Agricultural Task Force, among other positions.  He was married first to Ruby N. Pomeroy (b. 1903), with whom he had two children, Rodney A. Pomeroy (b. 1927) and Phyllis Pomeroy Postel (b. 1929); second to Floretta White (b. 1910); and third to Roxolana “Roxy” Eurydice Skobelska (1924-2008), who he met while she was working as an interpreter for the Allied occupation of Austria following World War II and married in 1955. Roxy immigrated to the United States in 1948 and came to Alaska in 1949, where she helped Harold Pomeroy develop a homestead, sawmill, and small farm at Bear Cove. They moved to Soldotna in 1963 and later also had a house in Anchorage. Roxy worked from 1962-1969 as a land law examiner for the Division of Lands for the state of Alaska, from 1969-1975 as the senior administrative officer at McLaughlin Youth Center, and from 1975-1985 as chief administrator of the Alaska Psychiatric Institute. Roxy and Harold were also instrumental in helping the Tolstoy Foundation purchase the land that became the Old Believer community of Nikolaevsk near Homer in 1967.

Collection description:
This collection contains the personal and professional papers of Harold and Roxolana Pomeroy. The bulk of the collection consists of papers collected and created by Harold Pomeroy. These materials date from 1916 to Harold’s death in 1983 and include correspondence with his friends and family, daily diaries, and other papers and artifacts relating to his military service, marriages, the establishment and maintenance of the Pomeroys’ homestead at Bear Cove on Kachemak Bay, and his professional involvements in California and Alaska, including with the Alaska Territorial Civil Defense, Kenai Peninsula Borough, City of Soldotna, Alaska Growth Policy Forum, and Alaska Agricultural Task Force. Harold Pomeroy’s papers also include material relating to the couple’s involvement in helping the Tolstoy Foundation establish the Old Believer community of Nikolaevsk near Homer in 1966-1967.

There are also papers in the collection created by Roxolana Pomeroy. These date from 1893-2008 and consist mostly of biographical and genealogical papers, correspondence, financial records, and some diaries, including documentation of her career at the Alaska Psychiatric Institute. Additionally, the collection also contains photographs collected and taken by the Pomeroys, which depict their homesteading efforts at Bear Cove, their personal lives in Anchorage and Soldotna, and Harold Pomeroy’s marriage to Floretta White, his military service, and his professional careers. There are also 10 8mm moving image films made by the Pomeroys on their homestead.

This series contains professional papers from Harold Pomeroy’s service as the first chairman of the Kenai Peninsula Borough from 1963-1966, including Kenai Peninsula Borough Assembly meeting minutes, agendas, and memos, budgets, and subject files relating to issues handled by the Assembly, most significantly the aftermath of the Alaska earthquake of 1964, economic development, and the establishment of sales and property taxes on the Kenai Peninsula.
