Biographical note:
Mr. Milton Lipton was the president and director of the W.J. Levy Consultants Corp., New York City, where he worked from 1956 through his retirement in 1987. During that time, he was involved with many of the central developments in world energy. For instance, when gas was first discovered in the North Sea, Lipton was asked by the European Economic Community and the British Minister of Power to do the first feasibility study of natural gas pricing. He also conducted feasibility studies for the first refinery in Liberia. Additionally, Mr. Lipton was a consultant to the Alaska State Legislature on world energy from the mid 1950s to the mid 1980s and he played a significant role in developing Alaska’s oil and gas policies after the big discoveries of petroleum were made on the North Slope. Other clients of his consulting firm included the Alaskan Native Corp., the Province of Alberta, the Government of Indonesia, and numerous other governments and companies around the world.
Mr. Lipton received a bachelor's degree from Rutgers University, New Brunswick, and studied economics and mathematical statistics at Columbia University, New York City, and Stanford University, California. He later continued graduate studies as a fellow of the Social Science Research Council. He also taught at the University of California and New York University, and conducted research in capital investment and productivity at the National Bureau of Economic Research. He served as a Merchant Marine during World War II and in 1950, while he was on special assignment in Europe for the U.S. State Department, he seconded as a consultant on productivity to the administrator of the Marshall Plan in Paris.
