You are correct I was actually referring to Activation rather than
registration. My Bad. The stickler here is that he is unable to even
boot up XP thus he is not getting the activation message.

Sam,

Can I assume you meant "Activation" instead of "Registration"?
("Activation" is required within 30 days of installation. "Registration"
is typically optional.)
 
If so, I would expect he should be able to boot to XP, but find he
cannot login. I have not dealt with an expired "Activation" in years,
but don't recall that it prevented boot up. Normally, it will prompt to
activate when you try and login.

I have a colleague who has installed XP on a Mac book Pro secondary
partition. He then promptly let the registration period expire while he
went on an extended vacation and now is unable to enter the registration
code or boot the machine to XP. Can he reinstall XP over the top of
the original installation? Any other suggestions?
